Do Apartment Buildings and Multi-Family Homes Need Backflow Preventers in New Jersey?

Does a Two-Family or Small Multi-Family Home Need a Backflow Preventer?
A two-family or small multi-family home (duplex, triplex, quadplex) needs a backflow preventer under the same criteria as a single-family home: if there’s an irrigation system, a pool, a fire suppression system, or other cross-connection present on the property, a backflow device is required. The presence of multiple units doesn’t change the cross-connection requirement — it’s the nature of the plumbing connections that matters, not the number of dwelling units.
For small multi-family properties where the property owner manages the entire water service, compliance is straightforward: the property owner schedules annual testing and ensures the test report is filed with the water authority.
Large Apartment Buildings: Service Protection Devices
Large apartment buildings (typically 5 units or more) in New Jersey are often required to have a ‘service protection’ backflow prevention device installed at the point where the main water service enters the building — regardless of whether there are any specific cross-connections like irrigation systems. This service protection device protects against any backflow from the building’s entire plumbing system (which may include individual unit cross-connections that aren’t individually monitored) entering the public water supply.
For large apartment buildings, the required service protection device is typically an RPZ assembly on the main water service connection, plus additional devices on any specific cross-connections (irrigation, fire suppression, pool) serving the building.
Common Cross-Connections in Multi-Family Properties
Shared irrigation systems: Community irrigation systems serving common area landscaping are a cross-connection requiring protection, just like a single-family irrigation system
Community swimming pools and hot tubs: Pool and spa fill connections require DCVA or RPZ protection
Fire suppression systems: Fire sprinkler systems serving multi-family buildings require DCDA or RPZ protection at the fire service connection
Boiler systems: Central boiler systems with chemical treatment require RPZ protection at the makeup water connection
Individual unit irrigation connections: If individual units have dedicated irrigation connections, each requires its own backflow protection
