Backflow Preventer Sub-Contracting for New Jersey Plumbers Let Us Handle the Testing Let Us Handle the Testing
If you’re a licensed New Jersey plumber or plumbing contractor, your clients call you when a backflow preventer needs to be installed, replaced, or when they have no idea what their water authority compliance letter means and just need someone they trust to fix it. That call is valuable. What happens next determines whether it costs you money or makes you money.
Why Sub-Contract Backflow Testing
Let Us Handle the Testing So You Can Stay Focused on the Work That Pays You More
If you’re a licensed New Jersey plumber or plumbing contractor, your clients call you when a backflow preventer needs to be installed, replaced, or when they have no idea what their water authority compliance letter means and just need someone they trust to fix it. That call is valuable. What happens next determines whether it costs you money or makes you money.
The actual annual backflow testing and certificationΒ β the legally required test that every registered cross-connection on a public water supply must pass every twelve months under N.J.A.C. 7:14BΒ β is a low-margin, time-consuming compliance task that most plumbers understandably would rather not staff, equip, and certify their own people to perform. The revenue per test is modest. The equipment investment is real. The certification and continuing education requirements are ongoing. And every hour your licensed journeyman spends driving to a residential property to test an irrigation backflow preventer is an hour they are not pulling wire, setting fixtures, or doing the work that actually pays their rate.
South Jersey Backflow exists to solve that problem. We are a certified, insured, bonded backflow preventer testing and repair specialist serving all 21 New Jersey counties. We sub-contract for licensed New Jersey plumbing companies, handle every aspect of annual backflow compliance for your clients, bill you directly at discounted trade rates with flexible Net-30 and Net-60 billing terms, and refer every installation, replacement, and general plumbing call that comes our way back to you β because we are not licensed to do that work, and we have no interest in competing with the plumber who trusted us with their clients.
If you’ve been doing annual backflow testing in-house because you haven’t found a sub you trust, this page is for you.
The Hidden Overhead
What Annual Backflow Testing Actually Costs a Plumbing Company to Handle In-House
Most plumbing contractors have never done a true cost analysis. When you add it up, the numbers rarely make sense.
π Tester certification
NJDEP backflow preventer tester certification requires a written exam, a practical skills exam, and periodic recertification. Every technician you put on backflow testing needs that certification β and maintaining it takes time and continuing education dollars.
π§° Test equipment
A quality test kit (differential pressure gauge, fittings, hoses) costs several hundred to over a thousand dollars per technician and requires periodic calibration to maintain legal defensibility.
ποΈ Water authority filing protocols
New Jersey has more than 200 distinct water authorities β each with its own required report format, submission method, deadline schedule, and contact information. NJ American Water alone has multiple systems (Raritan, Coastal North, Passaic, North, Washington) with separate filing contacts. Veolia Water NJ, the PVWC, Trenton Water Works, the JCMUA, the Cape May County MUA, and hundreds of municipal departments all have their own requirements. Keeping that database current is a part-time job.
π Drive time and scheduling friction
Annual backflow tests at residential and small commercial properties rarely cluster conveniently. A technician driving thirty minutes each way to test one residential irrigation PVB, billing forty-five minutes of time, and then filing a report β at a trade rate that barely covers overhead β is not a profitable use of a licensed plumber's time or payroll.
π¨ Compliance letter follow-up
When a client gets a compliance letter from NJ American Water or Veolia, your office gets a call. Someone has to triage it, understand what it means, explain it to the client, schedule a response visit, and track the resolution. That's administrative overhead on a low-revenue event.
Every one of those costs disappears when you sub backflow testing to South Jersey Backflow. You make one call. We handle everything. You bill your client whatever your markup dictates. We bill you at trade rates on Net-30 or Net-60 terms. Your technicians stay on jobs that pay them what they’re worth.

What South Jersey Backflow Does for Your Clients β On Your Behalf
π Annual Backflow Preventer Testing and Certification
Our NJDEP-certified technicians test all backflow preventer device types to current ASSE performance standards β reduced pressure zone (RPZ) assemblies, double check valve assemblies (DCDA), pressure vacuum breakers (PVB), atmospheric vacuum breakers (AVB), and spill-resistant vacuum breakers (SRVB) β on domestic water service lines, fire suppression systems, and irrigation systems of every size. Every test generates a written certification report submitted same-day to the applicable New Jersey water authority. Your client stays compliant. You get the credit for solving it.
π§ On-Site Repair and Rebuild β Not Replacement
When a device fails its annual test, South Jersey Backflow performs on-site repair and rebuild using manufacturer-approved replacement parts carried on every service vehicle β Watts, Febco, Wilkins, Ames, Apollo, Flomatic, Conbraco, Cash Acme, and others. We complete most repairs in the same visit as the annual test. We do not replace devices we can rebuild. When a device genuinely needs replacement, we tell your client that the plumber who referred us handles installations β and we send that lead directly back to you.
π‘οΈ Enclosure Installation
Unprotected outdoor backflow preventers throughout New Jersey face freeze damage in winter, salt air corrosion in coastal communities, and UV degradation year-round. South Jersey Backflow installs insulated, heated enclosures for outdoor backflow preventer installations of every size. When your client's outdoor RPZ is damaged by a February freeze and needs replacement β that replacement install goes back to you.
π€ Same-Day Water Authority Filing β All 200+ NJ Authorities
We file test reports with every New Jersey water authority the same day we test. NJ American Water (all systems), Veolia Water NJ, the Passaic Valley Water Commission, Trenton Water Works, the Jersey City MUA, the Cape May County MUA, the Atlantic City MUA, the Southeast Morris County MUA, the Morris County MUA, Middlesex Water Company, and more than 200 individual municipal water departments throughout all 21 New Jersey counties. Your client never has to track submission. You never have to explain what form goes where.
β οΈ Compliance Letter Resolution
When one of your clients calls because they've received a compliance letter from their water authority, you forward it to us and we resolve it β typically within 3 to 5 business days. We handle the triage, the scheduling, the test, the repair if needed, and the filing. You look like the plumber who solved the problem fast.
Clean, Discreet, Structured Around Your Business
How the Sub-Contractor Relationship Works β Simple, Professional, Protected
You Stay the Client Relationship
When South Jersey Backflow arrives at one of your clients’ properties, we present as part of your service team. We do not solicit your clients for direct work. We do not hand out South Jersey Backflow business cards to your clients. We do not discuss our rates with homeowners, tenants, or property owners. The pricing conversation is exclusively between South Jersey Backflow and your plumbing company. Your client knows you as the plumber who handles their needs β we are the specialist your company sends for the annual backflow compliance work, and that’s exactly how we represent ourselves on-site.
We are not here to steal your customers. We have been building sub-contractor relationships with New Jersey plumbers for more than 20 years because we understand that a plumber who trusts us with their clients is worth infinitely more to our business than a single direct customer. The moment we undermine that trust, we’ve burned the relationship. So we protect your client relationship the same way we would protect our own β because in this model, it isΒ our own.
Discreet Billing β Trade Rates Billed Directly to Your Company
South Jersey Backflow invoices your plumbing company directly at discounted trade rates β not your client. Your client never receives a South Jersey Backflow invoice. You mark up the service at whatever margin your business model supports, incorporate the cost into your client billing, and manage the relationship on your terms. We stay completely out of the pricing conversation with your clients.
Our invoices are itemized by job address, device type, and service performed β formatted to work cleanly with standard plumbing contractor billing systems and job costing workflows. Every invoice matches your pre-approved quote exactly. There are no surprise charges, no add-ons after the fact, and no billing items your office didn’t authorize.
π Trade Billing Terms for NJ Plumbing Sub-Contractor Partners
- Net-30: Payment due 30 days from invoice date β available to all plumbing sub-contractor accounts from day one.
- Net-60: Payment due 60 days from invoice date β available for established accounts after 90 days of account history, or upon request for larger-volume partners enrolling significant client bases from the start.
- No credit application: No personal guarantee, no formal credit check, no application fee to establish billing terms.
- Trade rates: Discounted pricing below our standard retail rates β reflecting the volume, scheduling efficiency, and reduced overhead that comes with a stable sub-contractor relationship.
- Invoicing: Directly to your plumbing company. Never to your client.
Fully Insured and Bonded β Your License Is Never at Risk
This is not a detail β for a licensed New Jersey plumber, this is the most important thing a sub-contractor can tell you.
South Jersey Backflow carries its own general liability insurance and is bonded. When we are on-site at one of your clients’ properties performing backflow testing or repair, we are covered by our own policy β not yours. If something goes wrong during a service visit by our technician, our insurance responds first. Your license and your bond are not exposed by work we perform.
We will provide proof of insurance and bonding documentation upon request before beginning any sub-contractor relationship. This is standard practice for every plumbing contractor we work with, and we make it simple: request our certificate of insurance, confirm the coverage limits meet your requirements, and we’re ready to go. No delays, no runaround.
Our NJDEP certifications are current for all technicians performing backflow testing. Certification lapses, expired calibration certificates, and improperly documented tests are sources of liability for the plumber who sent the sub β South Jersey Backflow keeps every credential current and provides documentation upon request.
Every Referral, Every Time
The Part That Actually Makes You Money β We Send Installation Calls Back to You
South Jersey Backflow is not licensed to perform plumbing installations. We cannot install a new backflow preventer, replace a failed device, run new plumbing lines, or perform any of the plumbing work that arises naturally from backflow compliance visits.
That is not a limitation we apologize for β it is the structural foundation of why sub-contracting backflow testing to us makes sense for a New Jersey plumber.
Here is what happens when we test a backflow preventer at one of your clients’ properties and find a device that needs replacement
1
We Note It
We note the failed device and recommend replacement in our written test report.
2
We Point to You
We tell the client that the plumber who sent us for the annual test handles installations.
3
We Send the Referral
We contact you with the referral β device type, location, address, client contact information, and our assessment of urgency.
4
You keep the revenue
You schedule the replacement. You bill the client. You keep all the revenue.
The same thing happens with backflow preventer enclosureΒ needs that require plumbing modifications, pipe relocation work that comes up during a service visit, any general plumbing issue we observe while on-site, and any new installation inquiry from a client who asks our technician about adding an irrigation system or expanding their fire suppression coverage.

Common Questions
Frequently Asked Questions From New Jersey Plumbers
Will you solicit my clients for direct work?
No β never. We present as part of your service team when on-site at your clients' properties. We do not hand out South Jersey Backflow marketing materials to your clients. We do not discuss our direct rates with homeowners or building contacts. We do not follow up with your clients independently. The client relationship belongs to you. The moment we solicit a plumber's clients for direct work, we've destroyed a relationship worth far more to us than any single job. We don't do it.
What if my client asks who you are when you arrive on-site?
We introduce ourselves as the backflow testing technician your company sent for the annual inspection. We are there to perform a specific, clearly defined compliance task β and that framing is entirely natural. Most homeowners and building contacts accept it without further question. If a client is curious and asks for more information, we indicate that their plumber manages the compliance program and can answer any additional questions. We do not create any situation that could raise a question you'd rather not answer.
What happens when a device needs replacement rather than repair?
If a device is beyond cost-effective repair, we tell the client that the plumber who manages their compliance program handles installations and can take care of the replacement β and we send the referral directly to you with all the relevant details. We do not offer to handle the replacement ourselves. We are not licensed to do that work, and we want the referral to go back to the plumber who trusted us with the testing relationship.
How does the pricing and billing actually work?
You contact us to set up your sub-contractor account. We give you our trade rate schedule for annual testing, repairs, and enclosures. You decide what margin to apply in your client billing β that's entirely your business. When we complete a job, we invoice your plumbing company directly at our trade rates on your Net-30 or Net-60 terms. Your client receives an invoice from you, not from South Jersey Backflow. Our invoice to you itemizes by job address and service performed so your job costing is clean.
What are your NJDEP certifications and how current are they?
All South Jersey Backflow technicians hold current NJDEP backflow preventer tester certifications. We provide copies of all relevant certifications, insurance certificates, and bonding documentation before beginning any sub-contractor relationship β and we keep them updated proactively. You will never find yourself in a position where a test we performed is legally questionable because of a lapsed certification. We manage this as carefully as we manage our own business reputation.
Can you handle large commercial accounts with multiple devices?
Yes. South Jersey Backflow handles commercial and industrial accounts with multiple registered devices, complex water authority filing requirements, and institutional-level documentation standards throughout all 21 New Jersey counties. We provide consolidated reports by property, flag upcoming compliance deadlines, and coordinate access scheduling for commercial properties with restricted access windows. Large commercial accounts in your portfolio are exactly the kind of work where having a specialist sub-contractor handling testing makes the most sense.
What if my client is in a county I don't regularly work in?
We cover all 21 New Jersey counties and have current water authority filing protocols for every applicable water authority in the state. If you have a client at a property in a county you've never worked in before β or a property served by a water authority you've never encountered β just send us the address. We'll confirm the applicable authority, the filing requirements, and the deadline schedule. You don't need to know any of that. That's what you're sub-contracting to us.
